The Centre for European Legal Culture (C.E.N.C.) of the Aristotle University of Thessaloniki, in collaboration with the Postgraduate Studies Program of the Faculty of Law of the Aristotle University of Thessaloniki, entitled “International and European Legal Studies”, organize a one-day conference, on the role of national parliaments in European integration, n Monday, September 9, 2022, at 18.00 to 21.00, in Room 112 (1st floor) of the Law School of  the Aristotle University of Thessaloniki. The Rector of the Aristotle University of Thessaloniki, Prof. Nikolaos C. Nikolaos Papaioannou will address the lecture.

According to the organizers, the conference has two objectives: “On the one hand, to present the findings of the research entitled “The parliamentarization of the EU Governance – Challenges for National Parliaments and the Greek Parliament”. conducted for the KENOP and the Postgraduate Studies Programme. “International and European Legal Studies” of the Faculty of Law by Ms Elli Tsitsipa. On the other hand, to investigate the involvement of the Hellenic Parliament in the process in the pre-legislative consultation process provided for in the Treaty on European Union and to examine its role in the general context of cooperation between national parliaments of the EU’.

The survey was implemented in 2021 and includes a mapping of the

existing practices regarding the involvement of national parliaments in the

EU affairs, with a view to identifying good practices and possible

challenges, as well as comparing them with corresponding data on

the Greek Parliament. The subject of the study was, in particular, the way in which the national parliaments act in the context of the Union and make use of

the roles assigned to them by the Treaties. In particular in relation to the

assessment of the Greek reality and the practices applied by the

Greek Parliament in its involvement in the affairs of the Union, in addition to

the existing regulatory framework at a theoretical level, the

study includes the analysis of the answers to a questionnaire that

sent to members of the European Affairs Committee. The survey

also includes key findings and recommendations.

According to the organizers, “in the second part of the Workshop, members of the of the Greek Parliament, Tasos Hadjivassiliou, George Katrougalos and Hara Kefalidou, will discuss the issues that arise in relation to the participation, both formal and substantive, of the Hellenic Parliament in the process that will be carried out by the Greek Parliament. The Treaty on European Union and will formulate an agenda conclusions on the interest of the Parliament, and in particular of the Permanent Committee on European Affairs, in the monitoring of subsidiarity. At the same time, they will discuss ways of involving the Parliament in European legislative and pre-legislative activity, and the strengthening national and European legislative momentum”.
